BY-LAWS OF THE ASSOCIATED STUDENTS OF SAN JUAN COLLEGE
(Executive Officers, Student Senate and Clubs/Organizations)
ARTICLE 1
THE GOVERNING BOARD
Section 1
Membership
A. The AS/SJC Executive Officer shall consist of the Associated Students’
President, Vice-President, Chief Financial Officer (C.F.O.), and Chief
Communications Officer (C.C.O.).
B. The AS/SJC Senators shall consist of 8 members, allocated to 4 At-Large
Senators and 4 Clubs elected representative Senators. (FA09-01 revised 4/10)
Section 11
Eligibility
A. AS/SJC Executive Officers
1. The AS/SJC Executive officers shall have earned at least eight (8) credit hours at
SJC, maintain an accumulative grade point average of 2.5, and be enrolled in a
minimum of eight (8) credit hours.
2. The AS/SJC Executive Officers shall not be on academic probation or have gone
through any disciplinary hearing.
B. Senators
1. The AS/SJC Senators must be enrolled in a minimum of six (6) credit hours and
maintain an accumulative grade point average of 2.0.
2. The AS/SJC Senators shall not be on academic probation or have gone through
any disciplinary hearing.
Section 111
AS/SJC Executive Officers Responsibilities
A. The AS/SJC Executive officers shall act as an advisory committee for the Senate.
B. The AS/SJC Executive Officers shall hear SJC Club/ Organization concerns and seek to
resolve these problems.
C. The AS/SJC Executive Officers shall hear SJC student body concerns and seek to
resolve these problems.
D. The AS/SJC Executive Officers shall serve on two (no more than three) assigned
committees each semester - listed at the end of the By-Laws.
E. The AS/SJC Executive Officers shall represent the college at all Student Activity
functions on all SJC campuses, in the community, and wherever deemed necessary.

F. Any AS/SJC Executive Officer who is absent from 2 unexcused and 5 excused meetings
per semester shall be subject to removal from office and a vacancy shall be declared in
that office.
1. Such meetings include regular Senate meetings, Executive Council meetings,
and standing committee meetings.
2. These shall be addressed with a formal letter explaining the excused absence.
3. Excused absences will be decided by the Executive Council (excluding the
one officer in question) by majority vote, and the Chairperson for standing
committee meeting absences.
4. The Vice-President/ Director shall address the issues of the first unexcused
absence and accumulated four (4) excused absences.
G. The AS/SJC Executive Officers are not authorized to make ex-post-facto* regulations.
H. The Executive Officers shall meet weekly in Executive council meetings.

Section VI
AS/SJC Executive Officers Duties
A. President
1) Shall be the Chief Executive Officer of the Associated Students.
2) Shall chair the Executive Council.
3) Shall have the authority to call special session of the Student Senate.
4) Shall have the authority to appoint special committees for the requirements
and needs of the student body.
5) Shall serve on two (no more than three) assigned committees each semester.
6) May serve as an ex-officio member of all standing committees.
7) Shall attend all San Juan College Board meetings.
8) Shall attend all Student Senate and Executive Council meetings.
9) Shall attend 3 events per semester - listed at the end of the By-Laws.
10) Shall have the authority to veto Senate legislation.
11) Shall have the authority to vote in Senate, when, and only when, there is a
tie vote.
12) Shall have the authority to fill vacancies with the approval of the Senate.
13) Shall have the authority to make agreements or enter contracts with the
approval of the Senate.
14) Shall perform all other duties as outlined in the Constitution, this By-Law,
and in the adopted Parliamentary authority.
B. Vice-President
1) Shall be standing Chief Executive Officer of the Associated Students when the
President is unavailable.
2) Shall be the presiding officer in Senate meetings.
3) Shall have the authority to call special session of the Student Senate.
4) May serve as an ex-officio member of all standing committees.
5) Shall serve on two (no more than three) assigned committees each semester.

6) Shall attend San Juan College Board meetings with the AS/SJC President.
7) Shall guide and coordinate the efforts of the Senate and implement its
decisions on a day to day basis.
8) Shall chair the Constitution Review Committee.
9) Shall maintain a Master Copy of the Constitution and its By-Laws.
10) Shall attend all Student Senate and Executive Council meetings.
11) Shall attend 3 events per semester - listed at the end of the By-Laws.
12) Shall work with AS/SJC C.C.O. on making the Student Senate agenda.
13) Shall assume and carry out any other assignments delegated to him/her
pertaining to his/her position by the President upon approval by the
Student Activities Director.
14) Shall perform all other duties as outlined in the Constitution, this By-Law and
in the adopted Parliamentary authority.
C. Chief Financial Officer
1) Shall chair the Financial Committee.
2) Shall sign all Associated Student Financial transactions.
3) Shall keep a record of all financial transactions placed under the control of
AS/SJC (clubs, organizations, and thereof)
4) Shall serve on two (no more than three) assigned committees each semester.
5) Shall maintain a good working relationship with the Business Office.
6) Shall attend all Student Senate and Executive Council meetings.
7) Shall maintain regular and direct contact with all SJC clubs and organizations regarding club accounts.
8) Shall attend 3 events per semester - listed at the end of the By-Laws.
9) Shall work with the Student Activities Director to plan the AS/SJC annual budget
and monitor all expenses.
10) Shall assume and carry out any other assignments delegated to him/her
pertaining to his/her position by the President upon approval by the Student
Activities Director.
11) Shall perform all other duties as outlined in the Constitution, this By-Law,
and in the adopted Parliamentary authority.
D. Chief Communications Officer
1) Shall chair the Communications Committee.
2) Shall record and preserve all agendas, minutes and reports submitted for
the Student Senate and Executive Council meetings.
3) Shall publish and distribute minutes one (1) week prior to the next Senate
meeting. Distribution is as follows :
1. Student Activities Director
2. Senate members
3. Club Advisors and Officers
4. SJC Portal (public)
4) Shall be responsible for publishing and distributing the agenda for the Senate meeting.
5) Shall serve as a contact person to SJC Clubs/ organizations.
6) Shall attend all Student Senate and Executive Council meetings.

7) Shall serve on two (no more than three) assigned committees each
semester.
8) Shall be responsible for co/promoting all Student Activity events.
9) Shall help clubs with the promoting of their events when asked.
10) Shall be the contact person for off-campus entertainment vendors and other
event solicitors.
11) Shall attend 3 events per semester - listed at the end of this By-Law.
12) Shall assume and carry out any other assignments delegated to him/her
pertaining to his/her position by the President upon approval by the Student
Activities Director.
13) Shall perform all other duties as outlined in the Constitution, this By-Law and
in the adopted Parliamentary authority.
Section V
AS/SJC Senators Responsibilities
A. The AS/SJC Senators shall act as an advisory committee for Senate.
B. The AS/SJC Senators shall hear SJC Club/organization concerns and seek to
solve these problems.
C. The AS/SJC Senators shall hear SJC students’ concerns and seek to solve these
problems.
D. The AS/SJC Senators shall serve on two (no more than three) assigned committees
each semester - listed at the end of the By-Laws.
E. The AS/SJC Senators shall represent the college at all Student Activity functions
on campus, in the community, and wherever deemed necessary.

AS/SJC Senators Duties
A. Shall attend all Senate meetings.
B. Shall be the voting members of the Senate.
C. Shall address the Senate meetings with the general concerns of the student body.
D. May serve as chair in sub-committees to address proposals and resolutions.
E. Shall serve on two (no more than three) assigned committees each semester.

F. Shall be responsible for obtaining agenda and minutes of prior Senate meeting, one
week prior to Senate meetings.
G. Shall meet with the Executive Council when deemed necessary.
H. Shall not have the right to a proxy voting* in enacting Senate business.
I. Shall participate in 3 or more major functions as determined by the Executive
Officers and approved by the Student Activities Director - listed at end of By-Laws.
J. Shall perform all other duties as outlined in the Constitution, this By-Law and in
the adopted Parliamentary authority.

Section VII
Committees
A. Financial Committee
1. Shall consist of the C.F.O. as standing chairman.
2. Shall consist of at least, but not limited to, two Senators (At Large or Club reps.).
3. Shall consist of one member of faculty from the Business Office (as an advisor).
4. Shall be open to any member of the student body.
5. Shall be the main committee to decided financial proposals and inquiries.
6. Shall bring forth all proposals, forms, and comments for final decision to the
Senate meeting.
7. Shall communicate with the Student Activities office regarding updates in
student funding or frozen accounts and wherever deemed necessary.
B. Communications Committee
1. Shall consist of the C.C.O. as standing chairman.
2. Shall consist of at least, but not limited to, two Senators (At large or Club reps.).
3. Shall be open to any member of the student body.
4. Shall be the main committee to decide club and organization inquiries (new,
probation, renew, etc.)
5. Shall bring forth all proposals, forms and comments for final decision to the
Senate meeting.
6. Shall communicate with the Student Activities Office regarding updates of
clubs, organizations and wherever deemed necessary.
ARTICLE II
SENATE MEETINGS / EXECUTIVE MEETINGS
Section I
Senate Meeting (a.k.a. Parliament)
A. The Student Senate shall meet on the second (2nd) Monday of each month at 3:00 p.m.
in room ___________ (Will be designated at each beginning fall semester.)
B. This date is subject to change only when the date conflicts with a holiday, finals,
or closed campus.
1. In which case the Director of Student Activities will coordinate with the
Executive Council to set a new Student Senate meeting date.

C. Special meetings may be called by the AS/SJC Vice-President; Special meetings
may only act on such business as indicated in the notice of the meeting.
D. Meetings will adhere to both The House Rules and Robert’s Rules of Order :
Simplified and Applied as a basis for running Senate meetings.
1. These rules will be addressed at the first Senate meeting of each semester for
a minimum of ten minutes.
E. A vote shall only proceed when the Review Committee has thoroughly reviewed all
submitted documents and materials of the proposal or resolution.
1. The Review Committee will either be the Communications Committee (when
pertaining to club issues) or an appointed committee by the President or Vice-
President.
F. A quorum of 75% of Senators (of Senate positions filled) but no less than 4 Senators, *
must be present before any official business can take place during Senate meetings.
G. Notice of meetings shall be publicized and posted no later than 72 hours prior to
said meetings.
H. Minutes shall be recorded by the Chief Communications Officer and shall adhere to
the procedures for distribution (as stated in the C.C.O. duties).
I. The agenda for meetings shall be posted 1 week prior to the Senate meeting.

Section II
Executive Meetings
A. Shall take place weekly between AS/SJC Executive Officers (and Senators when
deemed necessary).
B. No voting shall take place in regards to Senate business.
C. Special meetings may be called by the AS/SJC President and Director of Student
Activities; Special meetings may only act on such business as indicated in the
notice of the meeting.
D. Notice of meetings shall be publicized and posted no later than 24 hours prior to
said meetings.
ARTICLE III
CLUB / ORGANIZATION REQUIREMENTS
Section I
Club Representative Duties
A. Shall attend all Student Senate meetings. If the club representative cannot
attend the Student Senate meeting, he/she will find a club member to serve as
the representative for the meeting.
B. Shall present items of concern related to clubs and organizations to the
Student Senate.
C. Shall contribute to the Student Senate decision-making process by
participating in discussion.

Section II
Club / Organization Recognition
A club will be defined as a student group which is formed to provide a definite purpose.
A club provides an opportunity for leadership development and social interaction, but is
not necessarily instructional in nature.
A. To become a recognized club/organization at San Juan College the club/organization
must be in compliance with the AS/SJC club requirements, which are stated in this
section.
1. New Club Organization :
When a club is first chartered, the club/organization must present a proposal to
the Communications Committee. Inactive clubs/organizations will also have to
repeat this procedure.
Upon approval, the club/organization can commence regular club activities. The
new club/organization will then need to make another presentation to the
Communications Committee. The following paperwork must be submitted to the
committee within the same academic semester to achieve final approval. Letters
b - f must be submitted within a month; letter a. must be submitted within the same
academic semester.

The purpose and goals of the club/organization must be clearly stated. The
purpose must be beneficial and consistent with the goals of the student body.

2. Renewal Procedures
To maintain active status, a club must keep their paperwork current. The
following paperwork must be submitted on a biannual basis : (inactive
clubs/organizations must repeat procedure one (1) to become active again).

b. description of club officers’ duties and responsibilities (only if revised)
c. schedule of meetings (including dates, times, and location)
d. list of current officers’ names, phone numbers and e-mail addresses
e. Club Advisor form (only if advisor has changed)

B. Clubs and Organizations may earn one of three different statuses :
1. Active in Good Standing
This status means the Club/Organization has attended 100% of the Student
Senate meetings (4 out of 4 meetings each semester) and participated in all of the
required events. (Look at the club handbook for more information).
If Clubs/Organizations earn this status, they are eligible to apply for funding up to
$400 and eligible to use the facilities on the first floor of the Learning Commons
(meeting rooms 6109 & 6111, computer lab room 6110, Learning Commons Lounge, and club rooms 6118 & 6119) upon approval of the Student Activities
office. The clubs with the top three accumulative points will also receive a
monetary award from the Senate of up to $100 biannually.
2. Active
This status means that Clubs/Organizations have attended a minimum of 75% of
the Student Senate meetings (3 out of 4 meetings each semester) and participated
in all but one of the required events.
If clubs earn this status, they are eligible to apply for funding up to $200 and eligible
but will have second priority for use of the facilities on the first floor of the Learning
Commons (meeting rooms 6109 & 6111, computer lab room 6110, Learning Commons
Lounge, and club rooms 6118 & 6119) upon approval of the Student Activities office.
3. Inactive
If Clubs/Organizations have attended less than 50% of the Student Senate meetings
(less than 2 out of 4 meetings each semester) and missed more than one required
event, they will be classified as inactive.
Clubs/Organizations that hold Inactive status are ineligible to apply for funding
and ineligible for use of the facilities on the first floor of the Learning Commons
(meeting rooms 6109 & 6111, computer lab room 6110, Learning Commons Lounge,
and club rooms 6118 & 6119). Clubs within this status will have their Club Accounts
FROZEN until their status has been re-approved through the Communications
Committee.
4. Appeal of Status
Clubs may appeal the above status by submitting their written appeal to the AS/
SJC Chief Communications Officer and the Director of Student Activities.
The Chief Communications Officer will bring it to the Communications Committee
for review and then will bring the appeal to the next Student Senate meeting for
a vote. The decision will be made by a 3/4 vote of the quorum of the Student Senate.

C. To maintain active status with AS/SJC, the Club/Organization must complete the
following requirements :
1. Attend all Student Senate meetings.
2. To maintain Active Status with Student Activities, the Club / Organization must
complete the following requirements :
Participate in the following required events
A. Student Rush (September)
B. Halloween Carnival (October)
C. Assist with at least 2 of the 4 activities during the annual Luminaria Display
(1st Saturday in December)
a. bag folding (all bags returned by Nov. 15 to receive credit)
b. filling bags or setting up bags on Friday
c. lighting bags on Saturday
d. Clean-Up on Sunday
D. Sponsor one activity during Associated Students Springapalooza Week
(formerly Apple Blossom Week) each spring semester
E. Sponsor or participate in one small activity or fund-raiser during each year.
F. Sponsor one major activity or fundraiser each year.
Section III
Use of Student Senate Funds
A. Associated Students sets aside a limited amount of money each year to assist clubs
and organizations. Historically, these monies have been used to partially fund travel
to an educatioal conference or as seed money to organize an activity or event.
B. Distribution of Student Senate funds to a Club/Organization will be dictated by the
AS/SJC Point System. (See By-Laws, Section VI for a detailed description of the
AS/SJC Point System).
C. Guidelines as to how Senate Funds may be used are as follows :
1. The Associated Students will fund a club activity up to $400 per semester.
2. Associated Student monies may not be used to purchase food.
3. The Associated Students will assist clubs and organizations in attending
conferences by paying registration fees up to $400.
4. At no time should Associated Students funds be used to pay for an advisor’s
registration fees or an advisor’s travel expenses.
5. The Associated Students will provide seed money for specific club fund raising
activities, but will not continue to fund the same fundraising activity on an annual
basis.

Section VI
Procedures for Obtaining Funds
A. AS/SJC Point System
The following system will be used as a basis for appropriating AS/SJC Senate funds :
For each activity in which a club participates, a certain number of points will be
awarded. All clubs that are Active in Good Standing are eligible to apply for Senate
Funds each semester. The clubs with the highest number of participation points will
receive first priority. Competed SJC Activity Proposal forms must be submitted prior
to the activity in order for clubs to be awarded points.

Sponsor one major activity 100 points

Clean-Up 50 points
B. The following procedures must be followed in order to receive AS/SJC Senate Funds
for activities :
1. In order to be eligible to apply for Senate Funds from AS/SJC, a club must be Active in Good Standing. (see By-Laws, Article III, Section II, A & B)
2. A written proposal given to the Financial Review Committee including a detailed
description of how the Senate Funds will be spent, must be submitted three weeks
prior to the Senate meeting at which the proposed funds will be brought forth to Senate.
3. A brief oral presentation to the Financial Review Committee of the proposal must be
delivered.
4. A representative from the Financial Review Committee will bring the proposal before
the Senate for a vote.
C. Following an activity which was funded the Club/Organization must :
1. Submit a written final report of the activity to the AS/SJC Vice-President within
two weeks of the event.
2. Present an oral report to the Student Senate at the meeting following the event
(allocated to a maximum presentation of 5 minutes, and a minimum of 3 minutes).

The reports for a conference shall include the objective of the conference, who
attended, and any other relevant data. The reports for an event or activity shall
include attendance, differences in income and expenses, problems with the event,
creative promotion and other relevant data.
Section V
Procedures for Receiving Approval for Activities
A. The following procedures must be followed to receive approval for all activities from
AS/SJC :
1. Submit SJC Activity Proposal Form to the Director of Student Activities at least
two weeks prior to the activity. Copies of events will be given to the Chief
Communications Officer for his/her files.
2. Food services are available to clubs and organizations for on-campus activities
that may require food preparation. If a club or organization needs to have an event
catered, they must contact Victoria Dutton at 566-3155 or _______________________.
A completed Request for a Food Service form, including the advisor’s signature,
must be submitted at least two weeks prior to the event for approval. The Request
for Food Service form is available in the Student Activities Office (room 6107).
3. Room reservation out of the San Juan College area must contact Alana Vanden-
Broeck (505) 566-3296 or _____________________ . A completed Request for Room Reservation form, including the advisor’s signature must be submitted at least
two weeks prior to the event for approval. The Request for Room Reservation
forms are available in the Student Activities office (room 6107).
B. The Director of Student Activities and the Executive Officers reserve the right to
refuse permission for any activity or event which is not in harmony with the goals of
San Juan College, the community or national, state or local laws.
Section VI
Club Advisors
The responsibility of finding an advisor rests with the club or organization. Inform the
Director of Student Activities when an advisor is selected or replaced. Advisors must be
present at all club activities and offer assistance to their organization. All major club
activities must be supervised. This duty may be shared with other faculty or staff on
contract with San Juan College.
A. Responsibilities of Advisors
1. To supervise meetings organized by the group.
2. To attend and supervise all on-campus and off-campus activities. If the advisor
cannot attend the event, it is the advisor’s responsibility to ensure that a suitable
faculty or staff member is present to supervise the event.
3. To play an active role maintaining the group’s focus, mission and abide by and
enforce the Constitution and By-Laws of AS/SJC.

4. To encourage the development of initiative, responsibility, leadership and
positive group relations.
5. To supervise financial transactions, the handling of club funds, and financial
record keeping. Expenditures for the club cannot be made without the approval of
the advisor and an elected officer. (Any outside accounts are prohibited.)
Advisors must obtain the signature of the proper administrator on all contracts
including TECHNICAL & PROFESSIONAL CONTRACTS, PURCHASE ORDERS
and all travel-related paperwork. ALL EXPENDITURES, including Travel
Requests and Food Service Requests, must be submitted to the Director of
Student Activities for approval and signature before they will be processed by the
Business Office (all forms must be submitted to the Business Office at least two
weeks prior. Club funding cannot pay for any advisor travel.
6. To adhere to all SJC policies and procedures specified in the AS/SJC Constitution
and By-Laws, Student Activities Student Club Handbook and to be aware of the
general college policies and procedures pertinent to clubs and organizations.
7. To help mediate conflicts within the club or organization.
8. To assist student leaders in maintaining the organization’s records.
9. To travel with the club members to all out of town events.
B. Length of Assignment
Advisors make at least a one-year commitment to a club or organization.
C. Resignation
If the advisor discontinues his or her role during the school year, it is imperative that the
Director of Student Activities be notified in writing immediately.
Article IV
Amendment
Section I
Amending
A. All amendments to the By-Laws of the Associated Students of San Juan College
Constitution must meet the approval of the Student Senate by a four/fifths (4/5)
vote.
B. If an amendment fails to be passed by the Student Senate, it cannot be brought
before the Student Senate again until the following semester.

Associated Students
House Rules
1. Guest speakers must hand out material pertaining to the subject to Executive
Officers and Senators, one week prior to Senate meetings.
2. Guest speakers are limited to 5 minutes on the floor, unless they have requested
a longer time (allocated to 10 minutes).
3. S.J.C. clubs and organizations requesting funds from Senate must bring
completed forms to the Finance Review Committee first, before the request is
brought onto the agenda at Senate.
4. S.J.C. clubs and organizations requesting to speak at Senate must bring material
pertaining to the subject to the Executive Officers and Senators, one week before
Senate meetings.
5. The Senate shall only vote on those issues whose clubs have submitted materials and forms properly with committees.
6. The Vice-President shall appoint a committee if needed.
7. Any person wishing to speak at Senate meetings must declare “Point of Interest”
to assert any questions being made of topic.
8. When recognized by the chair, please announce your NAME and
REPRESENTATION.
9. Debate time is limited to 5 minutes.
10. During “Open Floor”, speakers are limited to 1 minute of floor time. (If you need
longer than one minute, please ask to be on the agenda one week prior to the Senate
meeting).
11. Refer to the Constitution and By-Laws for inquiries of Executive Officers and
Senators.
12. We will be using Roberts Rules of Order : Simplified and Applied while in
Parliament (Senate meetings).

Associated Students
AS/SJC Senator Contract
I _______________________ agree to fulfill all the responsibilities of the Associated Student/
San Juan college Senator during the semester of _________________________ (mm/dd/yy) to
___________________________ (mm/dd/yy).
The terms of this agreement are as follows :

4. The Vice-President/Director shall address the issues of the first unexcused
absence and 4 excused absences.
5. After 4 accumulated absences the Vice-President/Director shall address the
issues.

Section VI
AS/SJC Senators’ Duties
A. Shall attend all Senate meetings.
B. Shall be the voting members of Senate.
C. Shall address the Senate meetings with general concerns of the student body.
D. May serve as chair in sub-committees to address Proposals and Resolutions.
E. Shall serve on two (no more than three) assigned committees each semester.
F. Shall be responsible for obtaining the agenda of the upcoming meeting and
minutes of the previous Senate meeting, one week prior to Senate meetings.
G. Shall meet with the Executive Council when deemed necessary.
H. Shall not have the right to a proxy voting* in enacting Senate business.
I. Shall participate in 3 or more major functions as determined by the Executive
Officers and approval of the Student Activities Director; listed at the end of
the By-Laws.
J. Shall perform all other duties as outlined in the Constitution, this By-Law and in
the adopted Parliamentary authority.
1. Shall serve 2 hours per week in the Student Activities Office
2. Shall serve an average of 4 “floating hours” per week (in other AS/SJC
activities).
