Position Description and Qualifications
An associate project engineer works under the guidance of the City Engineer, assists in preparing plans, designs and directs construction of public works improvement projects, including streets, sewer, water, or irrigation systems, storm water. Project Engineers are expected to be able to complete tasks with minimal supervision and will supervise other staff as assigned.

Oversees design of projects performed by consulting engineering firms under contract with the City. Works with and directs engineering consultants and City purchasing staff in preparation and award of bids and contracts, including the facilitation of pre-bid and pre-construction meetings.

Using excellent customer service skills establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Operates a motor vehicle to assist in carrying out the business of the department and the City.

Performs technical research in regard to capital improvement projects or as requested from other departments.

Works closely with engineering consultants and contractors under the direction of the City Engineer in reviewing deeds, easements, plats, computations, plans and drawings. Reports findings and makes recommendations to supervisor.

Responds to public or other inquiries relative to engineering procedures on specific projects and other information.

Responsible for performing inspections, designs, plans, maps, profiles and preparation of specifications. Completes mathematical calculations required to complete survey data and design.
Determines applicable codes, regulations, and requirements for assigned projects. Performs technical research and economic analyses and writes technical solutions in regard to capital improvement projects as requested from other departments.

Attendance at work is an essential function of this position.

QUALIFICATIONS
This position is subject to the City of Farmington's Drug and Alcohol Free Workplace Policy which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

Extensive background checks required.

Graduation from a four-year college or university with a degree in civil engineering or a closely related engineering field. Registration as a New Mexico Professional Engineer is preferred.

Must possess a valid New Mexico State driver’s license, with acceptable driving record for past three years, or have the ability to obtain one prior to employment.

Working knowledge of civil engineering principles, practices, and methods as applicable to a municipal setting. Familiarity with applicable City policies, laws, and regulations affecting Division activities. Must also be familiar with New Mexico land and survey laws.

Must possess a working knowledge of drafting and drafting techniques and the ability to understand and interpret working plans and drawings. Ability to make field changes to enhance projects or correct oversights.

Requires considerable ability in communicating effectively both orally and in writing with employees, contractors, governmental agency representatives, City officials and the general public. Ability to conduct necessary engineering research and compile comprehensive reports.

Must be able to work with minimal direction, following initial instructions in an accurate and timely manner. Ability to meet time and cost constraints with accuracy, following appropriate guidelines.
